USCIS Continues Suspension of Premium Processing
Service for Religious Workers (R-1) Nonimmigrant

The U.S. Citizenship and Immigration Services
(USCIS) has extended the suspension of premium
processing services for religious worker (R-1)
visa petitions until July 8, 2008. A previous
suspension was announced on June 18, 2007.

mandated H-2B cap for the second half of Fiscal
Year 2008 (FY2008). USCIS is hereby notifying
the public that January 2, 2008 is the “final
receipt date” for new H-2B worker petitions
requesting employment start dates prior to
October 1, 2008. The “final receipt
date” is the date on which USCIS determines
that it has received enough cap-subject petitions
to reach the limit of 33,000 H-2B workers
for the second half of FY2008.

Comment Period Closed for Proposed
Rule to Replace Permanent Resident Cards
Without Expiration Date

The USCIS published a proposed regulation
on August 22, 2007, in the Federal Register
that, when implemented, would require lawful
permanent residents to replace permanent
resident cards (Form I-551) with no expiration
date. The USCIS accepted public comments
on this proposal for 30 days until September
21, 2007, and is currently reviewing the
298 comments received during the public
comment period.
Application Fees for Non-Immigrant
Visas to Go Up on January 1, 2008

All U.S. non-immigrant visas are going to
be dearer considering the fee increase.
Effective January 1, 2008, the application
fee for a U.S. non-immigrant visa will increase
from $100 to $131. This increase allows
the Department to recover the costs of security
and other enhancements to the non-immigrant
visa application process.

card (or “laser visa”) holders
who plan to make an extended visit to the
United States during the December holiday
season will be able to obtain an essential
visit document faster and more conveniently
by applying now rather than waiting until
the holidays.
U.S. Ratifies the Hague
Convention on Intercountry Adoption

The Assistant Secretary of State for Consular
Affairs Maura Harty formalized the United
States' ratification of the Hague Convention
on Intercountry Adoption at a ceremony at
The Hague. The U.S. is now a full member
of the Hague Convention, and its provisions
will govern intercountry adoptions between
the United States and other Convention member
countries beginning April 1, 2008.
